Ontario Ministry of Transportation Inspection

Used vehicles will now be subject to stricter checks and inspections in order to be considered roadworthy. Starting in July 2016, Ontario is putting much tougher standards for used vehicles into place for safety reasons. Signalling the first change to the safety standards in 42 years, the Ontario Ministry of Transport (MTO) is changing its Regulation 611 for a used vehicle to be driveable. The new set of requirements become effective July 1st.

 

All 10 section of Regulation 611, or the Passenger/Light Duty Vehicle Inspection Standard, will be affected. Included in the revised Regulation will be new checks on a vehicle's suspension, powertrain, steering, brakes, lamps, instruments, body, electrical, wheels, tires and coupling devices. You can read the changes in the revised vehicle safety standards to become more familiar with it.

 

Included in the changes are the following:

 

  • Safety protection systems such as air bags and seatbelt pre-tensioners will be examined, and all door handles, hinges and latches will be more thoroughly inspected
  • Anti-lock brakes, shock/struts and bushings, stability control systems, steering systems, brake lining thickness, and suspension systems will be stringently examined
  • The new regulations will require that a deeper minimum tread depth be present in a vehicle's tires, and if any point of a tire's tread falls below the required minimum, it will fail the safety test
  • New checks of the driveshafts, exhaust system, throttle actuator, gas pedal, differentials, clutch and clutch pedals, drive belt pulleys, gear shifter and position indicator, engine and transmission mounts and fuel system are all part of the power train section amendments
  • A vehicle's speedometer, wiring, horn, windshield wiper function, and odometer will all have to meet prescribed standards and the number of diodes in LED lights for brakes and turn indicators will be inspected
  • A used vehicle's structural integrity will be tested for deficiencies, wear, loss of components or damage, and any suspected improper repair will also be rated
